The BHSA Community Program Planning Process (CPPP) is an important component of the Behavioral Health Services Act (BHSA) and is mandated by BHSA legislation. The CPPP focuses on acquiring community input to help shape Alameda County’s behavioral health planning. The CPPP utilizes community engagement strategies to encourage the participation of community stakeholders from all regions of the county to ensure inclusion and diversity in identifying the community mental health needs and priorities.
 
Alameda County utilizes a Community Input Survey tool to facilitate community feedback on key areas of interest, concerns and or gaps in behavioral health services. The Community Input Survey is a robust and important part of the Planning Process for the BHSA Integrated Plan FY26-29.
 
The survey was available in English, Chinese, Farsi, Spanish, Tagalog, and Vietnamese. To create the survey questions the BHSA team partnered with ACBHD stakeholders and community stakeholders. The survey questions focused on gathering community feedback on program effectiveness, cultural competence, consumer satisfaction and recommendations for service improvement. One section of the community input survey allowed participants to rank the 11 categorized community needs in order of importance and provide strategies and solutions. The survey was available on the www.acmhsa.org website and in paper format from February 1, 2025 – May 31, 2025.
